Government Real-Time Fraud Detection Using Web Services

Abstract

Canadian Passport Office takes a giant leap forward to address the issue of identity theft and the subsequent illegal use of fraudulently obtained passports. Elevating the use of Web services to address PPT's efforts to combat terrorism -- tasks that were previously performed manually across 10 provinces and 3 territories -- will now be completed in real-time. With a successful pilot project with the province of British Columbia, Pentelar, Inc. and Canadian PassPort Office demonstrated electronic authentication of birth certificates in real-time through Web services and ebXML.

This session highlights the relevant issues associated with the project as well as ebXML's capabilities to address real-time information exchange. Presented will be the business and technical aspects of this innovative and successful project.

Mr. Guilbault offers over 15 years of experience as an information systems professional specializing in various microcomputer environments. His experience spans all phases of the systems development life cycle including user requirements, analysis and design, prototyping, Rapid Application Development (RAD), object-oriented design and development, programming and database design. Most recently, Mr. Guilbault has been involved with developing solutions using many leading edge technologies including Servlets, Java Server Pages (JSP), XML, ASP and Web Services including ebXML. He possesses excellent communication skills, which have proven valuable when dealing with both technical and non-technical personnel. Mr. Guilbault has had recent speaking engagements at TechWave in Orlando and will be speaking at the upcoming Gartner Symposium on Application Integration and Web Services in Baltimore.
