Paul Spencer has been working since 1998 as a consultant helping both the public and private sectors get the best from XML. He is XML Adviser to the Office of the e-Envoy in the UK, and works with the Inland Revenue, other Government departments, several suppliers to the UK public sector and has advised overseas Governments on their use of XML. Paul has developed several XML languages for the public sector, including leading the development of the Election Markup Language for OASIS.
