In 2004 Congress directed NIH to make the results of the research it funds available to the public free through PubMed Central (PMC). PMC is the National Library of Medicine’s free digital archive of biomedical and life sciences journal literature. The Public Access program could not have been started without a suitable repository — a successful PMC, and PMC would not exist without XML. Many of the easy answers supplied by XML (Q: How do I handle these funny characters? A: Unicode!) are challenging to apply to a large public system.
