Mr. Carmel has worked with SGML/XML systems since 1984, first as the developer of an SGML-based composition system for the U.S. General Accounting Office (GAO), which was used to typeset GAO reports. Since 1997, Mr. Carmel has worked at the U.S. House of Representatives spearheading the efforts of the House to draft legislation using XML tools.
